A blocked pit is rarely an isolated problem. It can be the visible result of years of sediment build-up, missed inspections, undocumented alterations or an ageing drainage system operating beyond its intended condition. A stormwater asset management plan gives property owners and managers a practical way to identify these risks early, organise maintenance and make informed decisions before a minor defect becomes a costly site issue.

For homeowners, strata committees, facilities teams and developers, the plan should not be a generic document filed away after an inspection. It should be a working framework for looking after pits, pipes, grates, pumps, tanks, on-site stormwater detention systems and other drainage assets across the life of a property.

What a stormwater asset management plan is designed to do

A stormwater asset management plan records what drainage infrastructure exists on a site, where it is located, what condition it is in and what work is needed to keep it operating as intended. It connects inspection findings with maintenance tasks, renewal planning, compliance records and budget decisions.

This matters because drainage infrastructure is mostly out of sight. Pits sit beneath grates, pipework runs below ground, and detention systems may only attract attention after ponding, overflow or water ingress affects the property. By that stage, the repair may involve access constraints, excavation, damaged surfaces or disruption to residents and occupants.

A useful plan changes the conversation from “what has gone wrong?” to “what needs attention next, why, and how urgently?” It also gives committee members, owners and incoming facilities managers a clear record of previous works and outstanding risks.

Start with a complete asset register

The asset register is the foundation of the plan. If the register is incomplete, maintenance schedules and budgets will be based on assumptions rather than site conditions.

Each asset should be assigned a clear reference number and linked to a site plan. For larger strata, commercial or multi-building sites, this makes it far easier to locate the correct pit, pipe run or detention component when work is required. It also avoids vague descriptions such as “the drain near the car park”, which can create confusion when contractors or managers change.

A register will usually record:

A physical inspection is often needed to confirm what remains in place and whether it is operating correctly.

Assess condition before setting priorities

Not every defect needs immediate replacement. A sound plan separates routine maintenance issues from defects that could affect safety, property protection or compliance.

Condition assessments should consider more than whether an asset appears clear on the day. A pit may be free of debris but have a fractured base. A pipe may still pass flow but show deformation, root intrusion or joint movement. An OSD system may look intact while its control outlet, screen or access point is restricted. These are different issues with different consequences.

A practical assessment rates both likelihood and consequence. Likelihood considers how probable a failure is based on condition, age, loading and maintenance history. Build maintenance around the site, not a calendar template

Maintenance frequency depends on the property. A small residence with minimal tree cover will not need the same programme as a strata complex with basement access, established landscaping, multiple collection points and a detention system.

The right schedule considers surrounding vegetation, site gradients, traffic loads, construction activity, previous blockages and the consequences of failure. Properties near busy roads or active building works may collect more sediment and rubbish. Sites with mature trees can require more frequent clearing during leaf-drop periods. Low points and areas near entries deserve closer attention because small restrictions can quickly affect access and internal areas.

Routine work may include clearing pits and grates, removing sediment, inspecting pipework, checking lids and surrounds, testing pump operation where installed, and confirming that OSD components are accessible and functioning. The plan should state what is to be inspected, how often, who is responsible and what evidence must be retained.

There is a trade-off in setting intervals. Over-servicing can create unnecessary cost. Under-servicing can lead to preventable failures and larger remedial works. Inspection results should be used to refine the schedule over time rather than relying on a fixed interval indefinitely.

Keep compliance records usable

For many Sydney properties, drainage assets are subject to development consent conditions, council requirements, approved engineering designs or ongoing maintenance obligations. The details vary by site and local government area, so a plan should be built around the property’s actual approvals rather than copied from another building.

Plan for renewal, not just repairs

It can also coordinate drainage upgrades with other scheduled site works, such as driveway resurfacing, landscaping changes or building improvements. Make the plan a live operating document

A plan only works when it is updated after inspections, maintenance and repairs. Completed work should close out the relevant defect, record what was done and note any follow-up requirement. For strata and managed properties, nominate one person or role to maintain the records and track due dates.
