OSD construction is not simply the installation of a tank, pit or pipework beneath a property. It is a controlled site drainage solution designed to temporarily hold rainfall runoff and release it at an approved rate. When it is designed, built and maintained properly, it helps protect buildings, neighbouring lots and the wider drainage network during heavy rain.
For homeowners, strata managers and developers, the real issue is not whether an OSD system is visible. Most are not. The issue is whether it performs as approved, remains accessible for inspection and satisfies the conditions attached to the property. A system can look fine from the surface while a blocked outlet, damaged pit, altered landscaping or unapproved connection compromises its function below ground.
Why OSD Construction Requires Specialist Control
On-site detention is commonly required where development increases hard surfaces such as roofs, driveways, courtyards and car parks. These surfaces direct runoff away faster than landscaped ground. An OSD system slows that discharge by retaining a calculated volume on site before releasing it through a controlled outlet.
The approved design will generally nominate the storage volume, outlet configuration, pit levels, pipe sizes, overflow path and access requirements. These are not interchangeable details. Changing one component without assessing the rest can affect the system’s performance and may create a compliance issue.

What a Proper OSD Construction Scope Includes
The right scope begins before excavation. It starts with reviewing the approved drainage documentation, site levels and existing assets. Where plans are incomplete or the existing system is unclear, investigation work may be required to establish what is on site and what condition it is in.
Construction then needs to account for set-out, excavation, structural requirements, pipe connections, pits, storage components, outlet controls, overflow arrangements and reinstatement. Each stage should be checked before it is concealed. Once concrete is poured, trenches are backfilled or paving is reinstated, defects are more expensive to identify and rectify.
For an existing property, remedial OSD construction may involve restoring rather than replacing the whole system. This could include clearing accumulated sediment, rebuilding a damaged pit, repairing cracked pipework, reinstating an outlet control, correcting falls or providing access to previously hidden components. The most suitable option depends on the approved design, the asset condition and the extent of any non-compliance.
Documentation is part of the job, not an afterthought. Clear records of inspections, observed defects, completed works and testing support informed property management. They are particularly useful for strata committees, facilities teams and owners preparing for a sale, renovation or council enquiry.
Testing before handover
A completed system should be checked before handover. Testing may include confirming levels, observing flow paths, checking the outlet, inspecting access points and verifying that the detention area drains as intended. The exact approach depends on the system type and site constraints.
A visual check alone is rarely enough. Pits may appear clean while an obstruction sits further along the line, or a control device may be installed but not configured correctly. Purposeful inspection identifies these issues while rectification is still straightforward.
Common Problems Found in Existing OSD Systems
Many OSD defects develop slowly. Leaf litter, mulch, soil and construction debris can accumulate in pits and reduce usable storage. Tree roots can affect pipework. Grates can corrode or become loose. Landscaping and paving works can cover inspection points, making the system difficult to service.
Other problems result from property changes. A new patio, driveway, shed or garden layout can alter runoff paths and place additional load on an existing system. In strata settings, successive minor works by different contractors can leave the original arrangement partially obscured or changed without a full review.
The warning signs are often practical: ponding near pits, runoff backing up after rain, damp areas around low points, loose covers, overflowing gullies or unexplained debris in detention pits. These signs do not always mean the entire system has failed, but they do justify a targeted assessment before the next major storm exposes the issue.
There is also a compliance risk. Council conditions commonly require OSD assets to be kept operational, accessible and maintained. Where a system cannot be inspected or no longer reflects its approved configuration, an owner may need a condition assessment and a documented rectification plan.
Construction, Maintenance and Compliance Work Together
A newly built OSD system should enter a planned maintenance cycle from the outset. This protects the investment in construction and provides early warning of issues that are cheaper to address before they become major remedial works.
The appropriate frequency depends on the site. A detached home with limited trees may need a different programme from a strata complex with extensive landscaping, basement areas or large paved surfaces. Inspection after significant building works is also sensible, as sediment and site debris can readily enter drainage assets.
Effective maintenance is more than clearing visible rubbish from a grate. It considers pit condition, sediment levels, pipe performance, outlet controls, lids, grates, access, overflow routes and evidence of damage. Where defects are found, the response should be proportionate. Some can be resolved through cleaning or minor repair; others require engineering input, construction works or certification.
For property managers and strata committees, a formal report creates a reliable record of the asset’s condition and recommended actions. It helps separate urgent safety or performance defects from planned improvement works, making budgets and committee decisions easier to manage.
Choosing the Right Contractor for OSD Works
OSD systems sit at the intersection of construction, drainage performance, access, safety and council compliance. A general approach can miss details that matter after the site is handed back. Choose a contractor that understands approved OSD configurations, can investigate concealed assets and can provide clear findings rather than vague assurances.
Ask how the contractor will verify the existing arrangement, what testing will occur, how access will be preserved and what documentation you will receive. For remedial work, ask whether the proposed solution addresses the underlying cause, not just the visible symptom.
The cheapest option is not always the lowest-cost outcome. A repair that leaves a blocked outlet, inaccessible pit or unresolved level issue can lead to repeat works, property damage and avoidable compliance concerns. Doing it right first time means building and maintaining the system so its performance can be checked with confidence.
